BACKGROUND INFORMATION:
Multi-Way Stop Control on Pine Street at Cluff Avenue
Traffic control devices, including signs, striping and pavement markings, on City streets are designed, installed and maintained in accordance with the California Manual on Uniform Traffic Control Devices (CA-MUTCD). Stop controls such as two-way and multi-way stops are installed to assign right-of-way and not to control speeding. CA-MUTCD identifies certain sets of criteria for stop sign installation so that there is uniformity in the use throughout the state.

Stop control evaluations are based on the following criteria: traffic volume, collision data and the approaching speed on the major street that has higher daily traffic volume. Other considering factors based on engineering judgement are left turn conflicts, vehicle/pedestrian conflicts near locations with high pedestrian volumes, sight visibility of the conflicting traffic, two collector/through streets with similar design and operating characteristics, equilibrium traffic approach volumes (45%/55%), and unusual int...
