BACKGROUND INFORMATION:
The City's wastewater treatment operations are regulated by multiple local, state, and federal agencies, including the California Regional Water Quality Control Board and the San Joaquin Valley Air Pollution Control District. Ongoing regulatory compliance requires specialized technical support related to wastewater discharge requirements, monitoring and reporting programs, permit compliance, biosolids and land application management, regulatory coordination, and operational support.

The City issued a Request for Qualifications (RFQ) for professional regulatory compliance consulting services to support the City's wastewater treatment operations and associated regulatory requirements. The City received seven statements of qualifications from firms experienced in wastewater regulatory compliance and related environmental services. Qualifications were evaluated based on the criteria identified in the RFQ, including experience with similar facilities, technical expertise, project understanding, staffing resources, references, and overall responsiveness to the City's needs.
