BACKGROUND INFORMATION:
At the December 20, 2023 City Council meeting, Council directed staff to initiate a permit parking program without meeting the typical 60% favorable threshold, see Exhibit A for the proposed permit parking boundary.

Staff is preparing the work order for the signage installation. Staff will coordinate with Salvation Army and the Access Center to establish the appropriate number of permits needed for their operations. They will also provide notification to those properties within the permit parking boundary about the program approval, parking restriction, the proof of residence requirement and the enforcement date.

Staff recommends amending Traffic Resolution No. 97-148, Section 3 - Street Parking Restriction and Section 6 - Permit Parking by adding residential permit parking, and amending Zone G - Access Center Area permit parking for (1) Sacramento Street between Turner Road and 180' north of De Force Avenue, (2) Daisy Avenue between School Street and Sacramento Street, (3) Forrest Avenue between School Street and Sacramento Street, and (4) Louie Avenue between School Street and Sacramento Street, with no parking between 10 p.m. and 6 a.m. everyday.
