Mayor Yepez will present a proclamation in recognition of Randy Howard, outgoing NCPA General Manager.

BACKGROUND INFORMATION:
Mr. Howard joined the Northern California Power Agency (NCPA) in 2015 as General Manager. Headquartered in Roseville, NCPA is a California joint powers agency established in 1968 to construct and operate electric generation facilities and to meet the wholesale energy supply needs of its 16 member agencies, including the City of Lodi. Collectively, the member agencies serve more than 700,000 electricity consumers throughout Central and Northern California.
Prior to joining NCPA, Mr. Howard served as Senior Assistant General Manager of the Power System for the Los Angeles Department of Water and Power, where he was responsible for overseeing critical aspects of power system operations and resource management. His extensive experience in public power spans more than four decades.
In addition to his leadership at NCPA, Mr. Howard has represented Publicly-Owned Utilities on the Western Energy Imbalance Market (EIM) Nominating Committee. He also serves as a Board Member of the California Municipal Utilities Association, Board Chair of Hometown Connections Inc., and Board Member of the Transmission Agency of Northern California. Through these roles, he has contributed significantly to advancing collaboration, innovation, and the continued development of reliable and sustainable public power.
After a distinguished career of more than 40 years in the energy sector, Mr. Howard will retire this year.
