RECOMMENDED ACTION:
Adopt a resolution authorizing the Interim City Manager to execute additional change orders to the White Slough Water Pollution Control Facility Electrical Building Associated Improvements Project ($700,000) and Appropriate Funds ($1,300,000) and authorizing the Electric Utility to obtain bids and purchase power cable from the lowest responsive bidder in an amount not-to-exceed $400,000.

BACKGROUND INFORMATION:
On April 19, 2023, the City Council awarded the White Slough Water Pollution Control Facility Electrical Building Project to C. Overra & Co. of Richmond, in the amount of $11,408,000. The project includes construction of a new electrical building and associated infrastructure to improve electrical reliability and support plant operations.

During construction, Public Works coordinated with Lodi Electric Utility (LEU) to redesign the electrical service to provide long-term reliable power to the new facility. This redesign includes the relocation of two (2) existing transformers and installation of eight (8) new secondary power cables and eight (8) new emergency power cables from the transformers to the new electrical switchgear, totaling approximately 1,100 linear feet. LEU has provided an estimate of $551,109 to complete this work. The requested appropriation is for $600,000 to provide contingency funds. Approximately $400,000 of power cable will need to be purchased by LEU.
