Adopt a Resolution Authorizing the Interim City Manager to Execute a Professional Services Agreement with Nichols Consulting Engineers, CHTD (NCE) of Sacramento, for Roadway Pavement Assessment Services in the amount of $150,500 and Execute Amendments in an amount not to exceed $49,500.

BACKGROUND INFORMATION:
The City of Lodi contains approximately 218 miles of streets, 20 of which are new and are not currently included in the City's StreetSaver pavement condition database. The City Council approved funding for a city-wide roadway paving assessment on August 20, 2025, Resolution 2025-145, to update the network database, assess the network's current condition, and provide recommendations for future levels of funding to meet specified Pavement Condition Index (PCI) targets.
Staff released a Request for Proposals (RFP) on January 28, 2026, with proposals being due back on February 25, 2026. The RFP separated the scope of work into the following three different tasks:
1. Pavement Condition Survey and Database Update.
2. Budget Analysis for PCI Scenario
3. Final Reports and Recommendations
Staff received seven proposals in response to the RFP. Each proposal was reviewed on the basis of completeness, successful completion of similar projects, local familiarity, time frame and availability, and overall contract fee. Based on these criteria, staff identified NCE and Kimley Horn as the top two candidates. Staff then reviewed these two proposals further and is recommending award to NCE due to a condensed time frame and a lower overall contract fee.
