BACKGROUND INFORMATION:
In 2018, Ordinance No. 1953 was adopted by the Lodi City Council to establish a five (5) member Citizens' Oversight Committee to review the annual accountability performance report relating to the general retail transactions and use tax and report its findings to the City Council and citizens of the City. Ordinance No. 1953 states that, to the extent possible, at least two members of the Committee shall be certified public accountants (CPA) or equivalent. Of the members of the Committee first appointed, three members shall be appointed for terms of two years and two members shall be appointed for terms of three years. Their successors shall be appointed for terms of three years. No member may serve more than two consecutive three-year terms.

On January 15, 2019, the City Council directed that one Committee member from each Council District shall be appointed by the Council Member thereof, with appointment automatic unless a vote by a super-majority (4/5) of the City Council rejects the appointment of a proposed Committee Member. On June 16, 2021, Resolution 2021-180 was adopted by the Lodi City Council to formalize the appointment process for the Measure L Citizens' Oversight Committee.

At this time, there are three upcoming expiring terms on the Measure L Citizens' Oversight Committee. Three applications for District 1 have been received by the City Clerk's Office.
