BACKGROUND INFORMATION:
In September 2018, the State of California enacted Senate Bill (SB) 901, requiring municipal electric utilities to create a Wildfire Mitigation Plan (WMP) and submit it to the State by January 1, 2020, and annually thereafter. The intent of this submittal is to meet the annual regulatory requirement.
Staff developed Lodi Electric Utility's (LEU) first WMP in 2019. The WMP was audited by a City Council authorized and California Public Utilities Commission (CPUC) approved independent third-party auditor. City Council subsequently approved LEU's first WMP by Resolution 2019-247. As required by SB 901, LEU staff then provided updates to Council annually thereafter.
Staff has now completed its 2026 update to the WMP, incorporating the most recent information on staffing levels, infrastructure status, vegetation management progress, wire-down metrics and other statistics and information collected in the past year. LEU's operational history aligns with typical urban utility operations, with its location in a low wildfire risk region further mitigating potential threats. Situated entirely within CPUC's lowest fire-threat risk-tier, LEU reports zero utility caused fire ignitions in Fiscal Year 2025/26.
In addition, LEU contracted with DUDEK in 2025 to perform an independent third-party evaluation of the WMP to specifically assess whether LEU's Public Safety Power Shutoff (PSPS) procedure was compliant with regulations and aligned with industry best practices.
