Adopt a resolution authorizing the Interim City Manager to execute Amendment No. 1 to Professional Services Agreement with Clean Power Research, L.L.C. of Napa for PowerClerk software modernization and enhancements in the amount of $54,000.

BACKGROUND INFORMATION:
On June 27, 2024, Lodi Electric Utility (LEU) executed a Professional Services Agreement (PSA) with Clean Power Research, L.L.C. (Clean Power) in the amount of $133,800 for implementation of a new customer online software tool (PowerClerk), to electronically process and manage residential photovoltaic (PV) applications.
Since implementation, PowerClerk has received and processed over 1,000 applications for new residential PV systems. It has proved successful for both customers and staff, reducing staff time needed to track and process applications, eliminating paper, reducing errors, increasing customer communication, improving project tracking, and expediting both the application and processing time.
Since LEU's original implementation of PowerClerk, the vendor has developed additional tools and enhancements which LEU is looking to capture by expanding its use, further increasing the speed of processing applications, and improving its overall convenience. Proposed improvements include:
* Streamlining the overall process for customers to remove unnecessary steps
* Accepting and processing commercial PV applications
* Implementing an updated Docusign version
* Importing legacy data
* Accommodating updated codes
