Adopt a Resolution authorizing the City Manager to enter into a three-year service agreement with ClearGov, Inc., of Maynard, MA, extending the use of the budget book software in the amount of $107,955.

BACKGROUND INFORMATION:
In 2022, the Budget Division initiated the search for a budget and capital software program that would improve the presentation of the annual budget, make it more accessible to the public, and improve transparency. Previous to this search, the budget book was created manually by staff making most sections hard to format and present consistently.
A handful of products were considered and staff ultimately chose ClearGov for the ease of use, presentation of capital budgeting, and the alignment with Government Finance Officers Association budget presentation standards. Staff has worked tirelessly to set up the product to present the City of Lodi's fiscal year 2024-25 and 2025-26 annual budget and are pleased with the product. ClearGov allows staff and citizens to view the annual budget online and can be downloaded and printed from a PDF. The online platform is interactive making it more dynamic than the previous versions of the budget book.
The current Service Agreement expires on July 1, 2025 and was paid for with a purchase order. Staff is requesting Council authorize the City Manager to approve a new three-year agreement with a term of July 1, 2025, through June 30, 2028, and corresponding funding in the amount of $107,955. Staff would like to continue the use of this product and already has plans for improvements in future fiscal years.
