BACKGROUND INFORMATION:
The Downtown Specific Plan (DTSP) is a long-range planning and implementation document intended to guide future land use, development, circulation, infrastructure, and investment within Downtown Lodi, including the recently expanded Downtown Mixed Use area east of the railroad tracks to and including Main Street.
The DTSP process began in October 2024 and has included extensive public outreach, stakeholder engagement, technical analysis, and multiple public presentations before the City Council, Planning Commission, Steering Committee, community groups, and downtown stakeholders. The DTSP is scheduled to be heard by the Planning Commission on May 13, 2026, with the City Council public hearing scheduled for June 3, 2026 to consider adoption of a resolution approving the Downtown Specific Plan and associated environmental review documents.
