BACKGROUND INFORMATION:
The World of Wonder Science Museum (WOW) has leased retail space in the City’s Parking Garage located at 2 N. Sacramento Street since 2006. Mold was identified in various areas due to faulty or aged weatherproofing.
In January 2026, Staff advertised the Mold Abatement at 2 N. Sacramento St. Project. This project consisted of mold inspection, abatement, and remediation of mold on contaminated portions of walls. The surfaces were cleaned and wall openings were repaired, textured, primed and painted.
Staff utilized the City’s Uniform Public Construction Cost Accounting Act portion of the adopted purchasing policy (for projects estimated below $220,000) to implement the informal bidding procedures. On January 28, 2026, three bids were received, one of which was deemed non-responsive. The responsive bids were as follows:

The contract was executed on April 20, 2026 with Paine Construction Inc. The work has been completed in substantial conformance with the specifications and no change orders were necessary.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder’s office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
