BACKGROUND INFORMATION:
On November 4, 2020, the City Council adopted the San Joaquin Community Response to Homelessness - 2020 San Joaquin Strategic Plan, which identified the need to expand homeless crisis response services and transitional housing opportunities within the region.
To support implementation of the Strategic Plan, the City pursued acquisition and rehabilitation of the property located at 22 South Main Street, now known as Reimagined Housing on Main. The project was developed to provide transitional and supportive housing opportunities paired with wraparound services for individuals experiencing or at risk of homelessness, including individuals with behavioral health needs.
Following a competitive bid process, the City Council awarded the construction contract to All About Building, Inc. on February 21, 2024, in the amount of $869,000 with $70,000 in change order authority.
Once phase 1 was completed, the City was awarded additional funding for phase 2 to complete the project and an additional $400,000 was added in change order authority.
All work was completed in substantial conformance with the plans and specifications approved by the City Council and applicable regulatory requirements. The final contract amount, including all change orders, totaled $1,338,837.61.
Change Order No. 1 ($44,773.35) included elevator area concrete improvements, framing and drywall modifications, restroom flooring upgrades, electrical conduit modifications, and painting throughout second floor.
