BACKGROUND INFORMATION:
The Regional Transportation Planning Agency, the San Joaquin Council of Governments (SJCOG), in order to support its planning objectives and fulfill State and Federal Transit Administration (FTA) regulations, requires any agency receiving State or Federal funds for public transit operations to develop, and periodically update, a Short Range Transit Plan (SRTP). An SRTP is a transit-specific planning document designed to provide a blueprint for transit services over a five (5) to ten (10) year period. The document contains an overview of existing Lodi GrapeLine services, transportation-needs within the community, performance standards and goals, future operating plans, and financial forecasting.

Since the adoption of the current SRTP by City Council in June 2019, there have been significant developments to transportation trends in Lodi. This includes significant changes to transit ridership patterns and new local developments. Special areas of emphasis for this plan include local ridership growth, regional transportation connectivity, fiscal planning, and alignment with local and regional initiatives.

In April of 2024, the City retained LSC Transportation Consultants, Inc. (LSC) to prepare the City's updated SRTP. Over the course of the last several months, LSC and City staff conducted transit data analyses, public outreach efforts, surveying, and other research activities to prepare recommendations in a "draft" Short Range Transit Plan update. LSC will present an overview of existing transit services, outreach findings, proposed system modifications, financial plans, and other recommendations to improve and sustain public transit service in Lodi.
