Adopt a Resolution Authorizing City Manager to execute Amendment No. 3 to the Professional Services Agreement with Bickford Ventures Inc., dba Division 1 Construction Management Services of Lodi, for Construction Management Services for the City of Lodi Animal Shelter Project.

BACKGROUND INFORMATION:
On June 5, 2024, the City Council approved a Professional Services Agreement with Bickford Ventures Inc., dba Division 1 Construction Management Services of Lodi for construction management and inspection services for the City of Lodi Animal Services Facility in the amount of $227,226. The scope of work includes project management, quality assurance testing, special inspection, and related laboratory services related to the project.
On December 30, 2025, Amendment No. 1 was executed to increase the agreement amount by $75,000, for a revised not-to-exceed amount of $302,126.
On February 27, 2026, Amendment No. 2 was executed to extend the term of the agreement through May 31, 2026.
Throughout the course of the Animal Services Facility project, various unforeseen circumstances have impacted construction timelines and caused the project to extend further out than the original scope of work identified. Due to these unavoidable issues, the current contract term has lapsed. The current agreement will extend the agreement through October 31, 2026 to facilitate the construction management for project closeout and opening of the new facility.
