BACKGROUND INFORMATION:
In August 2025, the City entered into a Professional Services Agreement with Robertson-Bryan, Inc. (RBI) for aeration diffuser system project closeout and operational assistance at the White Slough Water Control Facility. The original agreement, based on RBI’s August 11, 2025 proposal, was approved in an amount not to exceed $58,579.

The existing ultraviolet disinfection system at the facility is aging, and certain system components are no longer being manufactured or are becoming increasingly difficult to obtain. In addition, the facility currently has limited redundancy for critical UV components. Staff has been working to locate spare parts. Longer-term evaluations are needed to identify a reliable and cost-effective approach for maintaining disinfection capabilities. RBI submitted a proposal to perform a UV Disinfection System Alternative Analysis. The proposed work includes development and evaluation of alternatives, preparation of a technical memorandum, and project management. The analysis will evaluate potential improvements and/or replacement options and will provide the City with recommendations for moving forward with the UV Disinfection System.
