Adopt a Resolution Approving Side-Letter Agreement Between the City and Lodi Police Mid-Management Organization ("LPMO") for a one-time off salary schedule payment.

BACKGROUND INFORMATION:
The City previously negotiated CalPERS cost-sharing agreements, pursuant to Gov. Code ? 20516, with all employee groups. The cost-sharing agreement allows public agency employers and employees to formally share a portion of the employer's required pension contribution, typically reducing the employer rate. These agreements require a contract amendment, a written agreement/MOU, and a majority vote of affected employees. LPMO members had agreed to contribute nine percent (9%) toward the employer's contribution in prior MOUs.
The City and LPMO negotiated a successor Memorandum of Understanding ("MOU"), July 1, 2025 through June 30, 2028, approved by Council at its November 19, 2025 meeting (Attachment 1). During the negotiation process, the City agreed to reduce the LPMO member's cost-sharing agreement from nine percent (9%) to three percent (3%). The members continue to pay the full share of the employee portion (classic or PEPRA mandated amounts).
The amendment to the CalPERS cost-sharing agreement took longer than anticipated and LPMO employees continued to contribute nine percent (9%) cost-sharing instead of the agreed upon three percent (3%). City staff prepared the amendment to the cost-sharing agreement with an anticipated effective date of March 30, 2026.
