body
BACKGROUND INFORMATION:
On March 18, 2021, the City entered a Dispatch Services Agreement with City of Stockton for fire dispatch services at the rate of $55 per call ("DSA"). On June 7, 2023, the parties entered the Dispatch Agreement Amendment ("Amendment No. 1") to set a new rate structure with an annual rate adjustment by call type and volume. Amendment No. 1 was intended to fully compensate the City of Stockton for the dispatch services it was performing for the remaining term of the DSA.

Lodi Fire Department previously expressed concerns that fire dispatch calls were not being fully captured by the Stockton billing department from the Computer Aided Dispatch program ("CAD"), resulting in some calls not being billed and inaccurate call prices by call type being listed on bills. These discrepancies were originally reported to the City of Stockton's Advisory Committee prior to the DSA and Amendment No. 1. The City of Stockton recently reviewed the reporting and data collection processes, corrected the distinction between call types, and proposed a new rate structure addressing these issues as shown in Exhibit B to Amendment No. 2, which is before Council at this time.

Although the new Exhibit B rate structure establishes lower rates, the call volume increased because that data is now captured and billed more appropriately. Thus, a minor net cost increase to the City is anticipated.
