BACKGROUND INFORMATION:
Employee cost sharing provides the City of Lodi (City) an opportunity to save money and help offset pension costs. Specifically, as a California Public Employees’ Retirement System (CalPERS) contracting agency, employee cost sharing allows City employee groups to share a portion of the City’s pension costs. At its February 18, 2026 meeting, the City Council authorized reducing the employee cost share for the unrepresented employee groups.
At its July 1, 2026 meeting, the City Council approved the first step in the CalPERS contract amendment process to implement the authorized reduction in employee cost sharing. This action approved reducing the cost share for Confidential General Services, Confidential Mid-Management, Council Appointees, and Executive Management from 6% to 0%, and for Police Executive Management from 9% to 3%.
To comply with CalPERS’ contract amendment procedures, the City must complete additional administrative steps to finalize the contract amendment. At its August 5, 2026 meeting, the City Council adopted a resolution of intention to amend its contract with CalPERS and waived the first reading and introduced an ordinance amending the contract between the Board of Administration of the California Public Employees’ Retirement System and the City Council of the City of Lodi.
