RECOMMENDED ACTION:

Adopt a resolution repealing and replacing resolution 2024-32, and authorizing issuing procurement cards to specified positions.

body

BACKGROUND INFORMATION:

The City’s procurement card program began in 2011 with the use of the State of California’s Purchase Card Program (CAL-Card). CAL-Card is a VISA purchase card provided by a State leveraged procurement agreement and offered to participating government agencies. Lodi Municipal Code Section 3.20.135 – “Procurement cards” states that the City Council shall approve issuance of procurement cards to specified staff positions by resolution for the efficient operations of the City. The City Council approved the issuance of CAL-Cards to 112 positions in March 2024 through Resolution 2024-32 (Attachment 1).

Staff believes the number of positions issued CAL-Cards can be reduced to 85 and still ensure equipment and supplies are purchased in a controlled and efficient manner. The list of proposed positions is listed in the draft resolution attached for Council’s consideration as Attachment 2.  The Acting City Manager is authorized to issue the cards to the incumbents and set the limits of such cards in accordance with the parameters of the Lodi Municipal Code.
