BACKGROUND INFORMATION:
From the 1970's through the 1990's, there were various subdivisions that constructed approximately 3 miles of grape stake fences along major roadways. These fences were typically constructed to comply with Specific Plans that had been previously adopted by Council and are the City's long-term maintenance responsibility.
This project replaced approximately one mile of older stakes (that were broken, stained and/or faded) with new ones. These replacements were along Ham Lane (North of Century) and Hutchins Street (North of Harney). Additional phases will be planned as budget allows. A sample "before and after" photo is included as Exhibit A.
Council approved specifications and authorized the advertisement for bids on August 17, 2022. The contract was awarded at the October 19, 2022 City Council meeting. The contractor started work in June of 2023 and completed the work in February of 2024. The contract was completed in substantial conformance with the specifications approved by City Council. The original contract price was $218,221 and the final contract price was $238,221. The $20,000 change order was to add additional fence segments as requested by the City.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
