RECOMMENDED ACTION:
Adopt a resolution authorizing the Interim City Manager to execute Amendment No. 1 to the Professional Services Agreement ("Agreement") with Mosaic Public Partners LLC ("Mosaic") to perform recruitment services for a total agreement amount not-to-exceed $72,500.

BACKGROUND INFORMATION:
On September 3, 2025, Council approved Resolution 2025-147, authorizing the City Manager to establish an eligibility list for professional recruitment services and execute the professional service agreements with several recruitment firms, for the recruitment of future executive level, department head, and difficult to fill mid-management vacancies. Mosaic is on the eligibility list.
On October 30, 2025, the City entered into an agreement with Mosaic for a total not to exceed amount of $40,000 for recruitment services as well as additional outreach services for any applicable positions. Refer to Attachment 1 - Original Agreement Resolution.
Mosaic has completed the recent City Manager recruitment.
The recent City Attorney vacancy was unforeseen at the time the City entered into the Agreement with Mosaic. Based on Mosaic's satisfactory performance in conducting the City Manager recruitment, the City seeks to engage its services to conduct the City Attorney recruitment. Mosaic's quote to perform this recruitment is $31,000. Refer to Attachment 2 - Amendment 1 and Attachment 3 - Exhibit 1 to Amendment 1.
