BACKGROUND INFORMATION:
On June 18, 2025, Council adopted Resolution No. 2025-101, approving this project as the recipient of the Road Repair and Accountability Act of 2017, Senate Bill 1 (SB1) funding for the 2025/2026 Fiscal Year.
This pavement resurfacing project includes the application of rubberized asphalt cape seal and fiberized slurry seal. The project limits will include various streets throughout the City, as shown on Exhibit A.
The rubberized asphalt cape seal is a two-layer system of a rubberized chip seal on the bottom, with a fiberized slurry seal (slurry seal with strands of glass fiber added) on top. The rubberized cape seal will be applied to streets with more surface defects, while only one layer of fiberized slurry seal will be applied to those streets with fewer surface defects.
The Public Works engineering staff has a standard process for selecting which streets are to be included in each year's resurfacing project. The process utilizes a list of streets that has been developed over the past 10 years, which is based on resident complaints and staff observations.
