Adopt a resolution authorizing the Interim City Manager to execute a Memorandum of Understanding between the San Joaquin Council of Governments and City of Lodi Regarding the Coordination of Ongoing Transit Planning and Programming of Federal Funds that Support the Ongoing and Future Deployment of Transit Services in the San Joaquin Region.

BACKGROUND INFORMATION:
The San Joaquin Council of Governments (SJCOG) is the Metropolitan Planning Organization (MPO) and Regional Transportation Planning Agency (RTPA) for the San Joaquin region. In this capacity, per 23 Code Federal Regulation Section 450.310, a Memorandum of Understanding (MOU) between SJCOG and the City of Lodi is required to specify the procedures for carrying out transportation planning and programming of Federal Transit Administration funds by Lodi.

The MOU affirms responsibilities, procedures, and roles for achieving cooperative transit planning and decision-making between SJCOG, California Department of Transportation (Caltrans), City of Lodi, and other transit operators in the San Joaquin region. The intent of the MOU is to:

* Articulate a transparent process for funding transit projects with federal dollars in full accordance with federal and state regulations;
* Support implementation of a performance-based approach to transportation decision making;
