RECOMMENDED ACTION:
Accept Improvements Under Contract for the 2024 Utility Frame Cover Adjustment Project.

body
BACKGROUND INFORMATION:
The 2024 Utility Frame Cover Adjustment Project consisted of adjusting water valve and manhole frames and covers to existing pavement grade, performing necessary pavement repairs at certain locations throughout the City, and other incidental and related work. Over the past several years, the City has utilized various pavement resurfacing methods such as cape seals and/or slurry seals as a cost-effective alternative to pavement overlays to increase the life cycle of the City's roadways.

The cape and slurry seal resurfacing methods can create vertical offsets between the new pavement surface and the existing utility frames and covers that negatively impact ride quality and over time, pavement life. The project was intended to increase ride quality and pavement life.

Council awarded the contract on January 15, 2025. Additional change order authority was authorized at the April 16, 2025 meeting to utilize the existing budget and the competitive prices received with the bids.

The original contract amount was $68,600, and the final contract amount, including change orders, was $168,600.

All work was completed in substantial conformance with the plans and specifications approved by City Council.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30-day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute.
